In Angel, Discussion Forums are added under the Lessons Tab. To assure that all students can see each other’s Posts and Replies, follow these basic rules when adding Discussion Forum Settings on the Content Tab -

Editing – Allowed
Anonymous Post – No Anonymous
Allow Attachments – Allowed
Moderation – Disabled – Do not select Enable – If you select Enable you have to check each post
Mode Normal – Other choices - User Journal - works like a private journal for a student, Instructor can see all posts with a drop down list - Team Journal – Used for teams
Reply Subjects – Populated
Show Unread Posts – UnCheck - If you leave it checked this will show as a Task
